For a rule to be enacted, seven of the ten owners must agree. Further, the 'seven out of ten' standard applies to all league wide action that requires a vote. Proxy voting is not permitted. Each owner must be present and cast his vote or such owner's vote shall not count on the matter at hand. E-mail voting presumes that the person casting the ballot is the team owner.

Each owner will be allowed to retain three players from his previous year's roster.*

* This rule has been changed as of 5/27/2003. For the 2004 draft the keeper allotment has been reduced to three. All owners should be advised that they are playing the 2003 season with the understanding that they will retain only three of their players kept for their 2004 squad.

The previous year's roster is defined as that roster in place at the end of the NFL regular season,(the Executive Secretary to the Commissioner shall send out notice to all owners at such time as the rosters lock, and such notice shall include a hyperlink (or URL)to the ESPN page which reflects such roster).

All owners will be required to claim their keepers in the first three rounds of the current player draft.

2003 Draft Order Standards
The draft of free agent players, beginning with round five, will be conducted in inverse order of finish during the previous season (alternate rounds will be in reverse order as prescribed by the ESPN system). [Order of finish is defined by two standards: 1) Those that finished out of the top four spots will draft in inverse order of their playoff seeding {#10 drafts 1st, #9 drafts 2nd......#5 drafts 6th} 2) Those that finished in the top four vie for the Playoff Championship and will draft in inverse order of their playoff finish {i.e., the Champion will draft #10, the Runner-Up will draft #9.....4th place will draft #7}. Each owner must make his own selections, proxy drafting is not permitted.

{This Rule was revised without dissent on 2/24/2003. The standards shown below will first be applied for the 2004 Draft.}

2004 Draft Order Standards
The draft of free agent players, beginning with round four, will be conducted in accord with following standards. (alternate rounds will be in reverse order as prescribed by the ESPN system).

The Draft Order is defined by an owner's playoff performance. For the top four seeds (Championship Flight)it wil be a four week process. For the other six teams (Consolation Flight) it will be determined from their respective finish after the first two week match-ups. Specifically, the Draft Order is defined by the following table.

Winner of 9 vs. 10 matchup: 1st draftpick
Loser of 9 vs. 10 matchup: 2nd pick
Winner of 7 vs. 8 matchup: 3rd pick
Loser of 7 vs. 8 matchup: 4th pick
Winner of 5 vs. 6 matchup: 5th pick
Loser of 5 vs. 6 matchup: 6th pick

Winner of consolation match : 7th pick
Loser of consolation match : 8th pick
Loser of championship game : 9th pick
League Champion :10th pick

It is agreed that all members will act to disable the trade review feature of the ESPN system. Trades may be consumated beginning immediately after the final pick is made in the current year's draft.

The following rules for IDP play were encated for the 2003 season and remain in effect for the 2004 season. On July 23, 2003 it was decided that we will add two roster spots for use by Individual Defensive Players (IDP). Either of these roster spots may be left vacant, however, they may not be used to hold any player not an IDP.

We will continue to play the traditional team D/ST as well. The IDP will receive points based on the following schedule:
3 Tackles = 2 pts. Sacks = 4 pts. Interceptions, Forced Fumbles, Fumble Recoveries = 5 pts.

Note: Our starting rosters will follow this format:
(1) QB, (1) RB, (1) RB/WR, (2) WR, (1) TE, (1) K, (1) D/ST, & (1) IDP.
